Run, do not walk away, run away.   This “business” is run by Phil Patrick and he is a pathological liar.  I unfortunately employed his "company", Quality Roofing Service Inc. to do repairs on my house after experiencing hail damage.  Having never had to have a new roof, and never having to employ a contractor, I made some huge mistakes, the worst of which was hiring this man.

Having received a flyer for his firm, I took the attitude that the early bird should be rewarded.  I called immediately and set up for this “company” to come look at my property.  I made the mistake of signing a contract.  Don’t ever do this.  Have several companies come and give you quotes.  I learned the hard way.

The original person I met (Rick), promised that he would be here when State Farm came to do their inspection for damage.  He did not show up.  This was the first indicator that something was wrong.   I called the “corporate office” of Quality Roofing Service and asked to speak to whomever was in charge.  That’s when I was introduced to Phil Patrick.  He apologized up and down and told me about how his “company” was a $10 million dollar company and that this type of service was not acceptable.  I told him I wanted out.  But he kept telling me that he would upgrade the type of shingles at no charge, and work backwards into State Farm’s quote so that I wouldn’t even have to pay my deductable.  In addition he would have ALL my window screens repaired, even the few that State Farm didn’t cover.  I mistakenly proceeded to let him do the job.

The work to be done was ROOF REPLACEMENT, RESTAINING MY DECK, NEW GUTTERS and WINDOW SCREEN REPLACEMENTS.

One of his “employees” Mack came to pick up the initial deposit ($4750.00) on June 4, 2013 along with my window screens.   I did not see my screens again until October 6, 2013….FIVE MONTHS later, and that was only because I threatened to report that as stolen property to the police.

Because of a heavy rain season in Atlanta, work on the roof wasn’t scheduled to begin until August 30, 2013.   Phil arrived and wanted another $2,000.00 to pay the workers.  Apparantly none of the original deposit was available.  I told him I would give him $1000.00, and did so only because I wanted to get the work going.  Workers finally showed up late in the day and started.  No permit from the city was ever posted as is required and they showed up with only a little flatbed truck to put all the old shingles in. They accomplished only a partial replacement of the roof.  They said they would be back the next day to finish.  The next day no one showed up.

During this time, it was discovered that they broke the Flue pipe inside my attick and when it fell, it broke the condensation line to our A/C unit.  I now had water overflowing inside my attick and coming through the ceiling.  I called Phil immediately and he said he was on his way.  He never showed up.  While lying about coming, he did send two of his “employees” to come look at it.  They took pictures, and from his phone, Phil determined that the fault was the drip pan.  I told him it was his fault and I could prove it.  He finally acquiesced and stated he would pay for the repairs.   He said he would take care of it.  I said absolutely not, that I had a contract with Moncreif and he would pay them.  He agreed.   As of the day I’m posting this, he still has not paid Moncreif.  Phil stated he would have the ceiling repaired.  He sent someone to my house with no scaffolding or materials to repair and repaint.  He told that repairman that he was on his way with supplies, but he never showed up.  To date, the repair has not been completed, and I will have to pay for the repair personally.

On September 3 a different crew came to finish the job.  The lead person was Oscar.  He was a very nice man who had a good crew.  They worked throughout the day but did not complete the job because Phil had not provided enough material.  On September 4 they were to return and complete the roof.  No one showed up.
 On September 5 the work on the roof was finally completed.  I still didn’t have new gutters, my screens returned, or my deck pressure washed and re-stained.  And during all this time Phil was still asking me for more money.  He had is “accounting manager” call me and harass me and yell at me insisting that I pay.  She had the audacity to tell me that she had children that had to eat.   What type of “Accounting Manager” do you know that is paid on a daily basis and that works for a $10 million a year company that her children’s meals are dependent upon one customer’s payment of $1000.00?   I also pointed out to Phil that I didn’t even still owe him that much.  After seeing my response he agreed.   That’s some cracker jack “Accounting Manager”. 

Here are some other events.  I returned home on the evening of September 8, 2013.   We had left to visit some friends and had left one of Phil’s “employees” to restain the deck.   I had given Phil the exact stain that was to be used.  It was a natural wood dark stain.   I came home to find my deck had been painted a solid stain that was MAUVE in color.  When I contacted Phil to express my anger, he insisted that he had seen before and after pictures and that it was as close a match as his “Behr Representative” picked out.   Once I sent him actual pictures he did not argue anymore and said he would pay to have the new stain removed and the appropriate stain put back on.   This did not happen.  I had to strip and restain the deck at my own expense.

The subcontractor, Oscar, that actually did the roof repair, to the date of this posting still has never been paid by Phil for the work that he did.  Yet Phil told me that he thought that they did such a great job that he gave them a $250.00 bonus.   This man lies about EVERYTHING.

And during all this time, in which I still don’t have my gutters, my interior ceiling hasn’t been repaired, my deck is now a hideous color that resembles Pepto Bismoll, and I don’t have any window screens, Phil is constantly asking me for more money.  He even went so far as to call State Farm and ask them to have the final depreciation check made out to him and I.  They of course did not do this.  After that, Phil tried to get information from me as to who the bank lender was on my mortgage so that he could contact them.  I of course did not give him this information. 

Phil also tried to cheat State Farm out of more money by insisting their measurements were wrong and for asking them to pay him for work he didn’t even do.  He submitted to them an invoice for $8,601.10 OVER what their initial coverage was.    When State Farm made three different efforts to meet Phil at my house to remeasure, Phil never showed up.

I could go on and on.   This man lies through his teeth and NEVER shows up when he says he will.   The ordeal with my repairs began on August 30, 2013 and did not end until October 6, 2013.  During that time Phil did not show up EVER when he stated that he would.  Usually it was not at all, but when he did, it would be hours and hours later than when he said he would.  He had the audacity one day to insist I shouldn’t be angry because he was “a little late”.   It was 8 hours.
On October 6, after finally getting my screens returned under threat of police action, I informed Phil that we were through.  I didn’t care about his “contract” that he kept insisting I was obligated to.  I had to deal with this man on almost a daily basis for 38 days for what should have been a one or two day job.  In the end, he has not paid Moncreif for the repair they had to do based on his negligence – repair he stated he would pay for in writing.  He has not paid me for a day’s salary he promised in writing when I had to take yet another day off work based on his inability to complete work.  He never repaired the damage to my ceiling that he caused, this will be an out of pocket expense for me.  He never repaired my deck and I had to pay to have the hideous stain he had put down stripped.  In the end, he never paid his subcontractors for their work on the roof.  And in the end he never supplied the gutters that he was paid for, another expense I will have to incur.
